It aims to increase the productivity and employability of workforce (including wage and self-employed) both in the organized and the unorganized sectors. It seeks to increase participation of youth, women, disabled and other disadvantaged sections and to synergize efforts of various sectors as well as reform to enhanced capability in order to adapt, to changing technologies and labour according to the market demands.
